STEERING BOARD

Composition:

(12-24 member body) 

The main Governing body between two Assemblies. Mandate is 2 years starting with a calendar year (changing 50% of its members every year). The structure is tripartite: 1/3 allocated to each (4-8 x 3) on voting (3/6+3/6 – 6/12). 

1. Governments;
2. International FORAs (such as OAS, AU, CoE, OSCE, ASEAN, Asia Development Bank, SAARC, Islamic Development Bank, SCO, WCO, Interpol/Europol, etc), and 
3. Alliance participating NGOs (that includes variety of civil sector, professional associations, academia and alike) 

 

Voting rights:

However, voting power is asymmetric – dipartite: 

50% votes NGOs and 50% GO and IOs (25% each) 

Every member has an equal voting right before the General Assembly of the GAODC. 

The passive voting right for the seat in the Steering Board is constituted after 6 months of membership. Founding members do not have such a limitation.
